预算金额（元）：3490000.00 Budget Amount(Yuan):3490000.00 简要规则描述：为贯彻落实《中华人民共和国网络安全法》和国家网络安全等级保护制度等国家法律法规和政策要求，切实提升网络安全防护能力，拟采购第三方专业机构为上海临港新片区投资控股（集团）有限公司及其下属公司信息系统开展2026年-2028年网络安全等级保护测评服务，共16个信息系统，其中等级保护测评二级信息系统11个，等级保护测评三级信息系统5个，服务期限内，等级保护测评等级根据甲方及其下属公司信息系统实际需求及相关要求进行确定。服务内容包括但不限于系统备案更新、系统情况梳理、等保初测、问题汇总、整改建议、复测、报告编制等，最终都应按照标准要求编制完成《网络安全等级保护测评报告》。详见第五章

采购需求

。 Brief Specification Description:To implement the Cybersecurity Law of the People's Republic of China and national cybersecurity classified protection regulations, and to enhance cybersecurity protection capabilities, Shanghai Lingang Special Area Investment Holding (Group) Co., Ltd. and its subsidiaries intend to procure third-party professional services for 2026–2028 cybersecurity classified protection assessment covering 16 information systems (11 Level 2, 5 Level 3). Protection levels shall be determined based on actual needs during the service period. Services include but are not limited to registration update, system inventory, preliminary assessment, issue summary, rectification suggestions, re-assessment, and report preparation. A formal Cybersecurity Classified Protection Assessment Report complying with standards shall be delivered. Details in Chapter 5:Procurement Requirements. 合同履约期限：自合同签订之日起至2028年12月31日 The Contract Period:From the date of signing the contract to December 31, 2028

2.Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本项目面向大、中、小、微型等各类供应商采购。 (b)Qualification requirements to be met to implement government procurement policies:This project is open to procurement from large, medium, small and micro suppliers. (c)本项目的特定资格要求：（1）本次采购不接受联合响应； （2）单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。 （3）供应商需具备《网络安全服务认证证书等级保护测评服务认证证书》（提供证书扫描件）。 (c)Specific qualification requirements for this program:

Joint responses are not accepted for this procurement. (2) Different suppliers with the same legal representative or with direct holding or management relationships shall not participate in the government procurement activities under the same contract. (3) The supplier must hold the Cybersecurity Service Certification Certificate (Classified Protection Assessment Service Certification Certificate) (scan copy to be provided). (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
