2.Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展。 (b)Qualification requirements to be met to implement government procurement policies:To facilitate the development of small and medium-sized enterprises, prison enterprises, and welfare enterprises for persons with disabilities. (c)本项目的特定资格要求：1、本项目不接受联合体响应。
2、本项目专门面向中、小、微型企业进行采购。中、小、微型企业应当按照要求提供《中小企业声明函》。
3、未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单。
4、法人的分支机构以自己的名义参与本项目采购活动时，应提供依法登记的相关证明文件和由法人出具的对本项目采购活动承担全部直接责任的授权书；自然人应提供身份证明文件。
5、本项目不允许转包。 (c)Specific qualification requirements for this program:Consortium responses shall not be accepted for this project. This project is exclusively procured from small, medium and micro enterprises. Small, medium and micro enterprises shall submit the Letter of Declaration for Small and Medium-sized Enterprises as required. The bidder shall not be listed on the List of Dishonest Persons Subject to Enforcement, the List of Parties to Major Tax Illegal Cases on the Credit China website (www.creditchina.gov.cn), nor on the List of Serious Illegal and Dishonest Records in Government Procurement on the China Government Procurement website (www.ccgp.gov.cn). Where a branch of a legal person participates in the procurement activities of this project in its own name, it shall provide the legally registered certification documents and a power of attorney issued by the legal person undertaking all direct liabilities for the procurement activities of this project. Natural persons shall provide identity certification documents.
