2.Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。 (b)Qualification requirements to be met to implement government procurement policies:

2、项目负责人资格：具有园林专业中级及以上职称，具有园林绿化施工企业项目负责人安全生产考核合格证书（B证），且无在建项目记录；
3、施工现场项目管理机构拟派人员配备要求：根据项目实际情况设置，最低应为5人（含）以上，且需包含*园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名（注：*岗位不得同时兼任二个及以上项目）；
4、本项目所涉及从业人员的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；
5、本项目仅面向中、小、微型等各类供应商采购；
6、本项目不允许转包。 (c)Specific qualification requirements for this program:1.Construction enterprises engaged in urban landscaping projects must hold valid business licenses.2.Project leader qualifications:Possess a mid-level or above professional title in landscape design, and hold a safety assessment qualification certificate for project leaders in landscaping construction enterprises (Certificate B), with no record of ongoing projects.3.Personnel allocation requirements for the project management team at the construction site:Based on the actual situation of the project, a minimum of 5 people (inclusive) should be set, and it must include 1 person each for the *landscape project leader, safety officer, quality inspector, material inspector, and intermediate-level landscape gardener (team leader) (Note:The *position cannot concurrently hold two or more projects). （.......For more details, please refer to the Chinese announcement.） (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
